This position is located within the Washington Headquarters Services (WHS), Financial Management Directorate (FMD), Accounting Division.The FMD provides accounting services and resource management within the Office of the Secretary of Defense (OSD), Director and Administration Management (DA&M) and other Defense Agencies. The incumbent provides authoritative advice to management in the organization on all financial-related issues and serves as the technical expert on financial systems.
Duties
Incumbents typical work assignments may include the following:
Serves as a senior accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out complex assignments.
Provides expert advice in specialized areas of accounting, resolves problems, and develops policies. Assists FMD staff members on accounting matters as they relate to data entry, correction, and resolving problems.
Manages Tier 1 help desk responsible for assisting over 5,000 users of the WHS Enterprise Resource Program (ERP) that provides accounting and time/attendance capability for WHS supported organizations.
Inputs data into the accounting system and run reports as required. Determines accounting system adequacy. Resolves accounting discrepancies in reported data.
Serves as the control point for the management of reports maintained by the Accounting Division. Responsible for managing reports for both the Direct and Reimbursable programs, and reconciling the accounting reports to the document files to ensure proper balances are maintained and reported.

This is a Financial Management Level III Certified position designated as such in accordance with the National Defense Authorization ACT (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within 24 months of entrance on duty may subject the incumbent to adverse action.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to/ experience in: Navigating and utilizing the official accounting systems to advise senior management and customers on funding and acquisition issues in regards to disbursements.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to/ experience in: Navigating and utilizing all sequence of operations in official accounting systems to review and analyze certified invoices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
