You will serve as a POSTAL OPERATIONS SPECIALIST (Official Mail Manager) in the NAVAL SUPPLY SYSTEMS COMMAND SITE MARIANAS of NAVSUP FLC YOKO REG.

Duties

You will be responsible for issuing and enforcing mail policies to commands; working with the various commands to analyze and determine requirements;; establishing a mail management program and attendant procedures at serviced commands; You will perform a variety of postal duties including acceptance, screening, sorting, and distributing incoming mail (USPS, FEDEX, UPS, DHL and other premium carriers). You will analyze and track workload (volume/ type of mail), current mail handling procedures, and cost of operations. You will assess impact of additional workload on mail center operations (i.e., staffing, procedural changes, operating costs) and determines advantages to potential customer/partner You will mail evaluate practices throughout the complex and develops new or modified policies, procedures, goals, and objectives for mail operations.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You may be coded as “key” and as such may be required be removed from their military recall status. A signed statement of understand required.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing operational and technical management of the mail program which entails processing incoming and outgoing mail, providing contractual surveillance of the Postal contract, performing analyses of existing mail operations and developing recommendations to improve effectiveness and efficiency of postal operations. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing overall mail operations to include contract surveillance, researching practices affecting mail distribution and handling and evaluating the potential benefits/ uses of automation to improve the efficiency of operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07:
1 full year of graduate level education

or

superior academic achievement
