The primary purpose of this position is to execute actions as the Administrative Program Manager and confidential executive assistant to the Director of Operations, US Special Operations Command (USSOCOM). Serves as a consultant and advisor to the Director of Operations on executive and administrative matters who places complete trust and confidence in the incumbent.

Duties

Directorate Administrative Manager. Perform liaison work as the personal representative for the Director of Operations. Manager for the Directorate of Operation's Foreign Disclosure and Foreign Visits programs to monitor standards and disposition of communication and information. Represent the division with a variety of command, installation, and external organizations. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) identifying problems, studying, analyzing and making recommendations concerning the efficiency and productivity of administrative operations in different components of an organization; (2) knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program and administrative operations to devise organizational administrative policies and procedures; (3) knowledge of protocol functions necessary for the many and diverse official visits by both military and civilian dignitaries from the United States, national through local level as well as foreign government and military officials; (4) planning, directing, coordinating and adjusting work operations and activities of one or more organizational segments to meet program requirements and objectives resulting in appropriate endorsements. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.,(if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only graduate level education in excess of the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of United States Government Interagency organizations, including, but not limited to US Departments of State, Defense, Homeland Security, Justice, FBI, the Joint Staff structure, military services organization, combatant command structure, USSOCOM Component and Theater Special Operations Commands, fellow Combatant Commands and the mission of USSOCOM. 2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program and administrative operations to devise organizational administrative policies and procedures for complex, diverse J3 Directorate. 3. Knowledge of the USSOCOM and Joint Staff deployment and contingency planning and execution process to be able to implement deployment readiness processes, procedures and related activities. 4. Extensive knowledge of protocol functions necessary for the many and diverse official visits by both military and civilian dignitaries from the United States, national through local level as well as foreign government and military officials to include heads of state, International and National Foreign Disclosure programs, functions, Service policies and procedures. 5. Expert skill in identifying, prioritizing and proposing solutions to management for problems where established management techniques are currently inadequate. Skill to prepare information papers and staff reports and organizing and conveying briefings to managers increasing understanding and acceptance of recommendations. 6. Ability to plan, direct, coordinate, and adjust work operations and activities of one or more organizational segments to meet program requirements and objectives resulting in appropriate endorsements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
