This Information Technology Specialist position is located in the Office of Secure Transportation, Office of Technical Services (OTS), Engineering Systems and Technology Division (ESTD), Command & Control, Communications, Computers & Cyber Branch (C5B), and serves as the Contracting Officer's Representative (COR) for the IT Support Services Contract, providing management and oversight of the support contract.
Duties
As an Information Technology Specialist, you will:
Direct and oversee multiple, complex technology projects, using IT project management principles, methods, and practices, such as planning, scheduling, resource estimation, definition of milestones, monitoring and communications;
Provide expert technical decisions, advice, guidance, and recommendations to management and other technical specialists on critical IT issues;
Plan and manage long-range budgets and adapt to fiscal changes and priorities, to execute and manage an IT program budget of approximately $10M/year across the five-year budget cycle;
Apply multiple IT specialties and their interrelationships to direct and manage complex IT program and project activities;
Communicate and negotiate with a large and diverse set of stakeholders to address concerns, prioritize objectives and resources, and settle conflicts.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as:
1. Experience managing IT programs and/or projects.
2. Experience preparing and managing long-range budgets.
3. Experience providing expert information technology guidance and recommendations.

This position is required to have full training and certification in accordance with the Advanced Development and Professional Training (ADAPT) plan.
