Duties

You will develop and apply specific technical expertise in the field of construction obtained through education, experience, and/or professional certifications in one or more areas. You will serve as a civil construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors. You provide overall coordination of the construction quality management program for assigned projects. You will attend selective quality control, preparatory, and initial meetings while monitoring three-phase checklists for accuracy and thoroughness. You will perform cursory safety reviews and provide recommendations towards acceptance of the Accident Prevention Plan and actively enforce compliance by contractors. You will apply technical knowledge of engineering practices and construction methods in conjunction with sound judgment in all duties performed.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category time-frames.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, assessing and resolving complex and diverse construction and design problems encountered during the performance of projects assigned; 2) Assisting the construction engineer on technical situations requiring extensive knowledge of engineering practices and construction methods; 3) Reviewing project plans and specifications prior to contract award for technical soundness, compliance with requirements and to determine practicability from a construction management standpoint; 4) Utilizing construction project scheduling software to track the progress of assigned projects.
