You will serve as a Technician in the LCAC Support Services branch of NAVSURFWARFCTR PANAMA CITY DIVISION.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 through GS-14.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $136,323).
Duties
You will effectively interface with high level civilian and military officials (e.g. Flag officers, Program managers, line management, etc.).
You will independently handle broad range of tasks and/or problems, manage complex task planning, cost estimating, prioritization, and scheduling.
You will demonstrate expert knowledge of Landing Craft Air Cushion (LCAC) hull and mechanical systems to include hull, skirt, drive train, propeller, lift fan, shroud, and aluminum welding.
You will develop innovative concepts and procedures for the maintenance and operation of LCAC Hull and Mechanical systems and subsystems for continuous process improvement that result in the reduction of total ownership costs.
You will demonstrate a detailed working knowledge of LCAC unique systems, processes, test equipment such as system calibrations, drive train alignment and rotating systems balancing.
You will train, supervise and perform on craft troubleshooting or repair procedures under various conditions and environments.
You will conduct reviews of and develop improved work methods, technical procedures and operational procedures.
You will make recommendations for acceptance of changes to procedures.
You will review drawings, technical manuals, test procedures, maintenance records, etc. for accuracy and effectiveness and coordinate corrections with the Fleet Support lead.
You will train fleet On-Site Representatives and shop lead technicians in proper maintenance and repair procedures and assist them with developing in-shop training.
You will serve as a primary technical liaison between the LCAC Fleet Units and the LCAC In Service Engineering Agency (ISEA), reporting to LCAC Support Services (LSS) Project Manager (PM) and the Fleet Support (FS) Task Lead.
You will serve as an On Site Representative (OSR) leader managing the activities and providing guidance to senior expert LCAC technicians with numerous technical specialties.
You will demonstrate strong leadership skills by overseeing, monitoring and training future shop technical leads local to each ACU.
You will manage the local technicians schedule and provide weekly reports to the Fleet Support Lead to assist in managing project execution in accordance with LSS project plans.
You will maintain and monitor execution of assignments and generate fleet support metric reports to the Fleet Support Lead ensuring the service delivery project’s success.
You will review, evaluate, consolidate and effectively communicate in writing local OSR generated maintenance action and technical issues reports on a biweekly basis.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating or developing technical engineering repair procedures to improve the effectiveness of Landing Craft Air Cushion (LCAC) Hull and Mechanical systems maintenance actions.
