The primary purpose of this position is to coordinate, review and oversee the integration and management of disparate readiness and force tracking information systems and services with the Directorate in order to enhance the ability of US Special Operations Command (USSOCOM) to more accurately track and determine the availability and readiness of assigned forces.
Duties
Directs the development of operational management program software used to conduct a variety of analyses, including operational deployments, individual deployment/dwell rates, and personnel accountability.
Serves as the J3 technical expert supporting policy, direction, and oversight of work relative to integrating accountability systems, including the definition, evaluation, installation, coordination and integration of all Readiness and Force Tracking Systems employed or under development.
Coordinates a whole of staff approach to provide operational, administrative, functional, and technical support and produce a variety of analyses on operational deployments, individual deployment/dwell rates, and personnel accountability in support of HQs leadership and staff.
Represents the Command on readiness related programs at conferences, seminars with Unified Commands, Specified Commands, Service Components, and Subordinate Commands
Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

- This is a Centrally Managed Position. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
- Work requires travel away from the normal duty station by commercial and/or military aircraft.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
- Three or more years’ experience and background working in a Special Operations Forces Headquarters is highly desirable.

Condition of Employment Continued:
Must be able to obtain and maintain a Top Secret (TS) Clearance with access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information or involvement in Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of the mission, operating programs, and organizational structure of the DoD Readiness community. Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting Readiness in order to effectively monitor the Readiness of the force and assess associated impacts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the National Military Command and Control System, Defense Readiness Reporting System, Status of Resources and Training System (SORTS), Global Command and Control System and other DOD, Joint and Service accountability systems to apply analytic results to the Command's mission, organizational structures, and command relationships.
2. Knowledge of operational and strategic level readiness reporting systems, including the Defense Readiness Reporting System - Strategic, Defense Ready, the Automated Global Force Management Tool (AGT) and the Collaborative Issue Resolution Tool (CIRT) particularly with respect to data base management, data retrievals and report preparation.
3. Skill to effectively communicate highly complex technical material or highly complex issues that may have controversial findings, or both, using language appropriate to specialists and/or non-specialists, facilitating the formulation of a decision-making oral presentations and conducting meetings at various levels of the Command, Joint Staff, Office of the Secretary of Defense, and other government agencies.
4. Skill to plan, organize, and manage team studies to effectively negotiate and implement recommendations involving substantial command resources that require extensive changes in established procedures, or conflict with the desires of the activity studied in the same or related fields.
5. Ability to work at formal, and informal meetings, conference, and symposia requiring the highest level of technical, and managerial competence in a multi-functional organization to interact with senior Command executives, Theater Special Operations Commands, and other national agencies.
6. Ability to coordinate development of Command standards, guidelines, or policy to plan, organize, and manage teams and negotiate effectively with management to accept and implement recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
