The position serves as a Supervisory Information Technology (IT) Specialist (INFOSEC) and Division Chief for the Global Tactical Communications Division, Network Technologies Office, Deputy CIO for Enterprise Infrastructure, and Bureau of Information Resource Management (IRM/EI/NT/GTC).  The employee serves as the Chief of the Global Tactical Communications Division (GTC) and reports to the NT Office Deputy Director. 

Duties

Develops Division policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. Manages the immediate tactical and beachhead deployment of tactical and mobile communications systems during crisis situations around the world, including coordinating across multiple agencies and partners. Manages GTC Division activities, provides leadership for and oversees Divisional planning, organization, and direction, develops effective management strategies, and ensures their incorporation into Division policies and operations. Manages and keeps senior officials apprised of Division expenditures and oversees staff resolution of budget problems and adjustments. Formulates long range program objectives and plans that are based on Departmental initiatives and plans for the Joint Operations Center (JOC) and IT infrastructure to include planning, installation, and onsite support for major events. Leads the Divisions focus on the establishments, administers, and manages the Departments communications contingency program, including support for satellite and radio communications, portable networks and endpoints.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - This skill is generally demonstrated by assignments where the applicant provided leadership in the analysis of office processes to identify opportunities for improvement and efficiencies, initiated the review and improvement of work methods or organizational features, and ensured that all assigned projects and personnel were managed according to established project management principles. Customer Service - This skill is generally demonstrated by providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; collaborating with stakeholders to identify needed support and outlining the parameters and characteristics of the equipment to be used. Oral Communication - Ability to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex/controversial issues, e.g. identifying and reporting on duplicative and/or unneeded steps, and offering suggestions for improvements. Problem Solving - Ability to make decisions or recommendations that significantly influence important agency IT policies or programs and apply new developments to previously unsolvable problems; conceptualizes, manages and coordinates major enterprise-wide IT projects. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience developing policies and procedures related to tactical or mobile communications systems, including endpoints, satellite, and radio. Experience in the implementation, maintenance and enhancement of information system security programs, policies, procedures, and tools during tactical or beachhead events and crisis/contingency situations. Experience in information technology program and project management for tactical or mobile telecommunications systems operations and development. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
