This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent is responsible for the formulation, coordination, and implementation of policy related to the cybersecurity of federal government systems. The incumbent is responsible for maintaining awareness and measuring the effectiveness of federal cybersecurity initiatives, efforts, challenges and opportunities across the U.S. Government.

Duties

As a IT Cybersecurity Specialist (PLCYPLN), GS-2210-9, your typical work assignments may include the following: Develops, conducts oversight of, and assess effectiveness of federal cybersecurity programs. Assists on coordinating the implementation of technology solutions, and associated policies, to build standardization across the U.S. government. Performs data analytics on cybersecurity assessment data. Assist leadership in developing a better understanding of the effectiveness of U.S. government programs.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Cybersecurity Specialist (PLCYPLN), 2210. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the Basic Requirement above, applicants must also meet the Minimum Qualifications requirement below. -AND- You may qualify at the GS-9 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Understanding of cybersecurity doctrine, theory, and/or operations; 2-Assisting leadership with project management; and 3-Familiarity of relevant federal laws and executive orders concerning cybersecurity. OR A master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
