The primary purpose of this position is to administer to appointing and associated authorities on behalf of the Commander; provide comprehensive advice on human resource management functions, integrate program objectives of military and civilian personnel administration with allied and related programs; manage the office, direct Manpower and Personnel Directorate staff.
Duties
1. Administers appointing and associated authorities on behalf of the Commander and Deputy Commander for joint military personnel from all four services and federal civil service personnel at a Component Command.
2. Advises the Commander, key managers, and supervisors on the full range of military and civilian human resource management which includes requirements, accessions, development, sustainment, and separations.
3. Integrates the objectives and requirements of military and civilian human resource management with allied and related programs which include but are not limited to finance and budget, manpower and organization, safety, security, staff judge advocate, EEO complaints and resolution, and mobilization planning.
4. Supervises the staff of the Manpower and Personnel Directorate (J1).

- PCS will NOT be paid.
- May travel by military or commercial air to conferences, meetings and other functions away from the duty site.
- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent must pass initial and may be selected for random drug testing.
- May be required to work overtime.
- Superior Qualifications will be considered.
- Leave accrual may be authorized upon request.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) Utilizing a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions; (2) Applying work practices, analytical, diagnostic, qualitative and quantitative techniques to identify, evaluate, and recommend appropriate HR interventions to resolve complex interrelated HR problems and issues; (3) Working with established concepts, principles and practices in the administration of federal and military personnel; (4) Exercising knowledge of Army, Navy, Marine and Air Force directives in the administration of military personnel programs.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules, and regulations governing federal civilian and military personnel management.
2. Knowledge of civilian pay budget policies and procedures.
3. Skill in analyzing a wide variety of work force data to provide recommendations for improving the human resource management program.
4. Skill in written and oral communication to present issues and recommendations.
5. Ability to lead, manage, and supervise a moderate size staff.
6. Ability to manage a human resource office (e.g., budgeting, space management, safety, etc.).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
