This position is located in the Office of Personnel Management (OPM), Talent Acquisition, Classification and Veterans Programs (TACVP), Workforce Policy and Innovation (WPI). The incumbent serves as the Senior Advisor, Talent Acquisition Innovation and Strategy.

Duties

As the Senior Advisor, Talent Acquisition Innovation and Strategy, you will be part of Workforce Policy and Innovation (WPI). If selected, you will be responsible for: Developing policy proposals, legislative proposals, and executive orders on governmentwide hiring and talent acquisition issues, advising the OPM Director, Office of General Counsel (and, through the Office of Management and Budget (OMB), to the President) of the likely impact of specific legislation proposed by others. Providing expert interpretation of Federal laws and regulations to provide guidance and technical assistance to external stakeholders to include Congressional staff; OMB; agencies, OPM leadership and other external stakeholders. Demonstrating exceptional transformation and change management skills, able to drive key initiatives, clearly articulate the vision, build trust and credibility with stakeholders, and identify, adapt, and resolve issues and challenges to successful implementation. Performing extraordinarily complex and sensitive assignments that require extensive factfinding, coordination, analysis of data, and presentation and defense of conclusions. Assignments are often of exceptionally high priority and require completion within exceedingly short time frames. Developing proposals and recommendations for policy and program direction and assists in the formulation of policies and positions dealing with highly sensitive and complex issues that potentially affect millions of Federal employees, notably on matters around talent acquisition, recruitment, outreach, classification and assessment. Advises on the effects of proposed legislation or policy directives, providing expert insight on strategic, procedural, and exceptionally complex technical matters.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. MANDATORY QUALIFICATIONS (MQs): Address each of the following MQ's (TQs and SPQs) separately. MQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. TECHNICAL QUALIFICATIONS (TQs) (Maximum of 1 page per TQ): 1. A mastery of human resources management theory, policy, research, and practice in the Federal government to provide authoritative guidance and assistance on policy matters related to talent acquisition. 2. Expertise in transformation and change management with an ability to drive key initiatives, clearly articulate vision, build trust and credibility with stakeholders, and identify, adapt, and resolve issues and challenges to successful implementation. Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ): 1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases. 2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment. 3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade requirements do not apply to SL positions.
