The Supervisory Field Examiner (Fiduciary Coach) is an integral part of the Fiduciary Hub supervisory team and supervises one of the teams within the Fiduciary Hub. The incumbent is responsible for ensuring that all field examinations and accountings are processed as expeditiously as possible to assess the competence, adjustment, and personal welfare of beneficiaries and protect a beneficiary's assets from loss or diversion.

Duties

The Supervisory Field Examiner (Fiduciary Coach) is an integral part of the Fiduciary Hub supervisory team and supervises one of the teams within the Fiduciary Hub. The incumbent is responsible for ensuring that all field examinations and accountings are processed as expeditiously as possible to assess the competence, adjustment, and personal welfare of beneficiaries and protect a beneficiary's assets from loss or diversion. The incumbent is also responsible for the cost-effective use of resources to accomplish the team's assigned outcomes. Duties include, but are not limited to: Responsible for managing the workload and adhering to the division priorities and timeliness constraints. Work independently or on a team with peers, to discuss changes, issue instructions and provide technical guidance. Generally, all work is performed on the incumbents' own initiative and responsibility. Supervisory controls are exercised through regular quality reviews and random periodic spot checks. Analyzes and interprets laws, regulations, and rules as they affect the establishment of new policies, procedures, and methods of operation. Exercises a high degree of judgment in addressing work issues--where the nature of work itself requires the ability to analyze, interpret, and apply judgment--so that consistently correct actions are accomplished in a situation where existing guidelines do not readily yield identical decisions on even somewhat similar facts. Understands the relationship of tasks routinely assigned to the clerical support staff and Field Examiners, to effectively plan and assign work to the team. Demonstrates expertise in all phases of the Fiduciary activity that he/she directs and, as needed, develops ways to improve production or increase the quality of work. Make recommendations concerning workload management, the optimum mix of staff in consideration of operating costs and program effectiveness, introduction of improvements to work methods and processes. He/she must coordinate with other teams' coaches to redirect staff as needed to meet increased workload demands in those other teams. Plans and assigns work priorities for his/her subordinates -- usually a work team of approximately ten to fifteen administrative employees ranging from GS-5 to GS-12 -- and has final technical authority over the final work product. Responsible for administrative actions affecting the team and provides advice, counsel, and instruction to individual employees of the team on both technical and administrative matters. Responsible for personnel administration and actions (e.g., develops performance plans and evaluates subordinates' performance, interviews, and makes recommendations for position appointments, promotions, or reassignments; hears and resolves employee complaints, effects disciplinary actions, and identifies training needs). Assigns special projects, completes Systematic Analyses of Operations (SAO), and ensures that the team's efforts support the overall goals of the Fiduciary Hub. The supervisor has daily interaction with team members, peers, higher management, and service organization representatives. The incumbent routinely has in-person and telephone contacts with other stakeholders within the regional office, at VA medical centers; and other federal, state, and local agencies. This position serves as a first level supervisor for one or more of the teams within the FID.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s, General Adjustment, or COLA SF-50s as they cannot be used to verify time in grade. If you are requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-13. You must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in either a supervisory or quality assurance capacity training/mentoring employees regarding interviewing veterans and their representatives, resolving issues, and obtaining required evidence to settle a claim, to include representing and protecting the rights and interests of mentally disabled adult and minor beneficiaries and their families. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Supervisory/Managerial Abilities: Candidates must also have demonstrated in their work experience or training that they possess or have the potential to develop the qualities to successfully supervise. Physical Requirements: Sedentary. Typically the employee sits comfortably to do the work. There may ne some walking, standing, bending, and carrying of light items. No physical demands are required to preform work.
