The Supervisory Field Examiner (Assistant Coach) plans, directs and assigns work priorities for their subordinates; a work team consisting of administrative employees ranging from GS-6 to GS-11. They are responsible for managing the workload and adhering to the division priorities and timeliness constraints

Duties

The Supervisory Field Examiner (Assistant Coach) position is located within the Fiduciary Hub under the Columbia VA Regional Benefits Office. Under the administrative supervision of the Fiduciary Hub Manager and the Coach, the Incumbent plans, directs, and assigns work priorities for their subordinates and assists in the duties of the Coach as needed. The incumbent must maintain the highest technical and professional authority in the area of difficult and complex fiduciary issues to make final decisions or commit the Federal Government to unusual liability. Generally, all work is performed on the incumbent's own initiative and responsibility. Supervisory controls are exercised through regular quality reviews and random periodic spot checks. Specific duties include but are not limited to: Analyzes and interprets laws, regulations, and rules as they affect the establishment of new policies, procedures, and methods of operation Makes final determinations on questions of interpretation of regulations, precedent decisions, instructions, and other controlling guidelines; providing for uniform understanding through training conferences, informal discussions, and instructional memoranda Ensures that all field examinations and accountings are processed as expeditiously as possible to assess the competence, adjustment, and personal welfare of beneficiaries and protect a beneficiary's assets from loss or diversion Manages the workload and adheres to the division priorities and timeliness constraints Works independently or on a team with peers, to discuss changes, issue instructions and provide technical guidance Understands the relationship of tasks routinely assigned to the clerical support staff and Field Examiners, to effectively plan and assign work to the team Solicits recommendations concerning workload management, the optimum mix of staff in consideration of operating costs and program effectiveness, introduction of improvements to work methods and processes Coordinates with other teams' coaches to redirect staff as needed to meet increased workload demands in those other teams Promotion Potential: None, GS-12 is the Full Performance Level (FPL) of this position. Qualifications

To qualify for this position, applicants must meet all of the below requirements by the closing date of this announcement, 08/16/2023 AND remain eligible through the selection process. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. GS-12 Grade Level: Applicants must have one year of Specialized Experience which was equivalent to the GS-11 level or above in the normal line of progression within the organization. Specialized experience is defined as experience applying Federal, State, and/or Local policies to review or approve decisions for compensation/pension, healthcare, mortgage/lending, insurance, or personal financial management for individuals in exceptionally unique or complex financial situations. Examples of specialized experience would typically include but are not limited to: interviewing Veterans and their representatives, resolving issues, and obtaining required evidence to settle a claim. This includes knowledge of all VA benefit programs for purposes of representing and protecting the rights and interests of mentally disabled adults and minor beneficiaries and their families. Supervisory/Managerial Abilities: Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise. There is no education substitution at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The job requires driving in government owned automobiles, often very long distances requiring overnight lodging. Some walking and climbing of stairs is required since interviews with VA beneficiaries are conducted at the residences of the beneficiaries.
