Duties
This position is located in the Human Resources Division of the Upper Colorado Regional Office, Bureau of Reclamation.
Develop recruitment strategies to address specific resource or program needs.
Train managers and HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.
Analyze, interpret, and evaluate basic HR policies, procedures, regulations. and a wide variety of pertinent subject-matter related to recruitment and placement.
Verify applicant eligibility. qua1ifications, and ratings for complex technical, professional and scientific positions.
Guide managers in developing job analysis and selecting appropriate criteria for evaluating job candidates in complex positions.
Audit certificates of eligibles completed for comp1iance with all regulations, po1icy and local procedures.
Review requests for exceptions to provisions of DOI and bureau recruitment and placement policies and makes recommendations to deciding officiaJs.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience performing the following: recruiting for and staffing wide variety of positions, using delegated examining, merit promotion, and special (noncompetitive) hiring authorities; providing expert advice and guidance to supervisors on all levels of the recruitment process; and processing personnel actions according to referral status understanding differences in appointment types. NOTE: Your resume must fully support this experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
