The position is located in the Bureau of Global Talent Management, Talent Acquisition Directorate (GTM/TAC), Office of Recruitment, Student Programs & Fellowships Division. TAC manages and coordinates marketing and recruitment for Civil Service and Foreign Service careers across the Department.
Duties
Plans, organizes, and directs the activities of the Student Internship Program, ensuring that other student internship programs have administrative support and assists in establishing new internship programs.
Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Directs the budget, management, travel, housing, and staffing of the Student Internship Program.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; evaluates work performance.
Serves as Contract Officer Representative (COR) and works closely with the bureau's Contracts and Acquisitions Branch to exercise prudent management and oversight of funds in annual contracts.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, organizing, and directing the activities of the assigned Student Internship Programs.
Experience establishing, developing, and maintaining effective working relationships with contract offices, bureau internship coordinators, Recruitment Division, and cooperative partners.
Experience formulating new policies and implementing new and innovative program directions.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
