As a Contracting Officer Representative (COR), you will:
-Determine and describe program contracting needs, while complying with the Contracting Officer's recommendations and statutory and regulatory provisions including, but not limited to, competitive acquisition practices, small business opportunities and reliance on commercial products.
-Serve as a project leader on special initiatives for the Program Office that leads to developments in improving contract oversight, processes that support programmatic and acquisition-related efficiencies, better strategies in the approach of strategic business and acquisition planning.
- Review and interpret new and revised legislation affecting the Program Office and finding creative ways to meet these new requirements within the confine of established acquisition decisions.
-Identify the need for acquisition/procurement services to support the Program Office mission that cannot be fulfilled by HUD staff and proposes such need to senior Program Office management.
-Adjust annual strategic acquisition plan based on prior-year unplanned actions, volume adjustments. Function as a technical in-house resource working with program staff to identify contracting needs to accomplish program mission requirements.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience must include:
-Demonstrated experience in project management techniques for developing, implementing, and maintaining systems and overseeing contracts; AND
-Created and monitored contract management plans, policies, and procedures; AND
-Formulated and implemented business plans for contracted products and services; AND
-Identified business needs in order to reduce expenditures and risk.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
