About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND. Lead and supervise employees engaged in personnel management (Human Capital), resource management requirements, and budget program management.

Duties

Perform full range of supervisory and managerial duties for a mix of civilian and contract personnel performing professional and technical work in analyzing and performing intelligence administration, resource and budget management tasks. Plan and assign work among employees, adjusting workloads and adapting or modifying procedures to alleviate backlogs or delays. Ensure subordinates receive training and experience required to perform the work assigned. Accept, amend, or reject the work of subordinates based on the relationships between the initial concept and the final product. Ensure that Employee Equal Opportunity (EEO) and affirmative action programs are implemented and operational. Manage personnel, resource, and budget requirements. Advise Directorate leadership on emerging personnel, resource and budget management risks and opportunities for mission enhancement. Make recommendations on personnel, resource, and budget requirements and the allocation of resources. Assess future personnel, resource, and budget developments. Institute new projects and redirect current ones. Provide administrative oversight of organization’s contract support. Responsible for managing business aspects of the Directorate's resource and budget utilization to meet or exceed the Directorate’s requirements. Represent the Directorate and its resource requirements in the Command budget formulation and execution forums, ensuring clear communication of in-year and future year planning resource requirements to support the accomplishment of its mission. Develop and manage complex plans for major projects, specific issues, and events.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • TDY locations can be both within the continental United States (CONUS) and outside the continental United States (OCONUS).
  • Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
