The primary purpose of this position is to exercise first level supervisory and managerial authorities over non-supervisory action officers and specialists in HQ AFGSC A6C and serve as command level Nuclear Command and Control Communications (NC3) Program Manager for the Air Force NC3 Weapon System and other critical National Leadership Command Capabilities/NC3 networks.
Duties
Plans, organizes, and directs the activities of the NC3 Systems Configuration Element Branch, overseeing programs relate to one or more of the following AF NC3 WS CE areas.
Exercises supervisory personnel management responsibilities.
Represents the MAJCOM with a variety of installation and functional area organizations.
Serves as NC3 Systems Technical Advisor for the Command and other AF MAJCOMs.
Prepares budget, technical reports, staff studies, and briefings in support of programs/projects.

- Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI).
- This is a testing designated position (TDP). Employee is subject to random drug testing and periodic polygraph examination as a condition of employment.
- A Master's degree is highly desired or equivalent years of experience may be deemed acceptable, but not required.
- A minimum of five years' experience with NC3 Communications Systems is desirable, but not required.
- This position is "Exempt" under 5 CFR 551.205 of the FLSA Executive Exemption Criteria.
- This position is ineligible for bargaining member status (2539) and will be coded (8888) under 8888 (5 USC 7103(a)(10)).
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- Incumbent must possess knowledge and familiarity with Bomber, Tanker, Airborne Command Posts, Primary Command Centers, Senior Leader and/or ICBM mission areas/systems.
- Incumbent must possess knowledge of telecommunications concepts/support/expertise, sustainment, lifecycle planning, and resource management for the above systems from a MAJCOM perspective.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.

Individual Occupational Requirements (IOR)-
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Applying a wide range of NC3 telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and of operational and performance characteristics of NC3 telecommunications equipment, systems, services and transmission media to evaluate devices, proposals, and approaches; Researching patterns to develop new methods, criteria or proposed new NC3 telecommunications policies and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of NC3 telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and of operational and performance characteristics of NC3 telecommunications equipment, systems, services and transmission media to evaluate devices, proposals, and approaches.
Ability to research patterns to develop new methods, criteria or proposed new NC3 telecommunications policies and procedures.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
