The primary purpose of this position is to serve as a MAJCOM level telecommunications requirements, implementation manager, NC3 systems specialist, and monitor of telecoms programs and systems of the AF NC3 Weapon Systems across the AF to provide the President, SecDef, and other National leaders the systems needed to command and control the Nation's nuclear arsenal.
Duties
Provides telecommunications knowledge and support in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications systems.
Implements telecommunication programs and special projects.
Represents MAJCOM on NC3 programs and coordinates with other MAJCOMs, NC3 System Program Offices and other DoD agencies.
Prepares budgets, technical reports, staff studies, briefings and command positions.
Leads and Participates in discussions, meetings, committees or special projects; presents briefings and prepares recommendations and reports.

- The employee must obtain and maintain a Top Security clearance as a condition of employment.
- This is a testing designated position (TOP). The employee is subject to random drug testing and periodic polygraph examination as a condition of employment.
- A master's degree is highly desired or equivalent years of experience may be deemed acceptable.
- A minimum of five years' experience with NC3 Communications Systems is desirable.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Application of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements; Developing procedures/policies/practices and requirements related to the operational and performance characteristics of telecommunications; Implementation of the DoD and Air Force budgetary system, contract procedures, and legal requirements and how they apply to planning and programming of communications systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge ofNC3 Systems and associated programmatic activities at the AFGSC level as well as familiarity at the DoD and Air Force level.
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications equipment, systems, services and transmission media to evaluate devices, proposals and approaches.
Knowledge of basic electronics theory and operating principles, and the application of existing and planned technology for communications requirements, equipment interoperability and compatibility.
Ability to communicate effectively, both orally and in writing to identify, direct, or coordinate actions required in providing appropriate command positions and solutions.
Employee must possess knowledge and familiarity with the Bomber, Tanker, Airborne Command Posts, Senior Leader, Command Posts, Primary Command Posts, and ICBM mission areas/systems as it relates to NC3.
Employee must possess knowledge of advocacy, sustainment, lifecycle planning, and resource management for the above systems from a MAJCOM perspective.

Employee must possess knowledge and familiarity with the Bomber, Tanker, Airborne Command Posts, Senior Leader, Command Posts and or ICBM mission areas/systems such as: Defense Injection/Reception EAM Command and Control Terminal (DIRECT), Strategic Automated Command and Control System (SACCS), Minuteman MEECN program (MMP), Hardened Inter-site Cable System (HICS), Missile Radio, and Missile Control Communications System (MCCS), Strategic Emergency Action Telephone System (SEA TS), Aircrew Alerting Communications Electromagnetic Pulse (AACE) System, EMP Hardened Dispersal Communications (EHDC), Higher Authority Command/Rapid Message Processing Equipment (HAC/RMPE), Single Channel Anti-jam Man Portable (SCAMP), Miniature Receive Terminal (MRT), Modified Miniature Receive Terminal (MMRT), Transfer Module Service Set (TMSS), Very Low Frequency/Low Frequency (VLF/LF), and the Airborne Launch Control System (ALCS), NC3 UHF LOS radios, NC3 HF radios, TRC-194, ITW AA systems, Command Post Terminals, MPAS, voice conferencing systems and other telecommunications systems part of the Nuclear Enterprise.
Incumbent must possess knowledge of sustainment, lifecycle planning, and resource management for the above
systems from a MAJ COM perspective.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
