The primary purpose of this position is to serve as a major command level telecommunications requirements, implementation manager, NC3 systems specialist, and monitor of telecommunications programs and/or systems of the Air Force NC3 Weapon System and associated NC3 systems assigned across the Air Force.
Duties
Provides telecommunications knowledge and support in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications systems.
Implements telecommunication programs and special projects.
Represents MAJCOM on NC3 programs and coordinates with other MAJCOMs, NC3 System Program Offices and other DoD agencies.
Prepares budgets, technical reports, staff studies, briefings and command positions.
Leads and participates in discussions, meetings, committees or special projects; presents briefings and prepares recommendations and reports.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Recall to duty may be a requirement of this position.
- Employee must obtain and maintain a Top Security clearance as a condition of employment.
- This is a testing designated position (TDP). The employee is subject to random drug testing and periodic polygraph examination as a condition of employment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR):
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Application of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities; Review, analyze, and resolve difficult and complex problems involving systems compatibility, external interoperability; Develop and apply established policies, methods, procedures, and techniques in communications system design and installation to operating situations and problem resolution.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge ofNC3 Systems and associated programmatic activities at the AFGSC level as well as familiarity at the DoD and Air Force level.
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications equipment, systems, services and transmission media to evaluate devices, proposals and approaches.
Knowledge of basic electronics theory and operating principles, and the application of existing and planned technology for communications requirements, equipment interoperability and compatibility.
Ability to communicate effectively, both orally and in writing to identify, direct, or coordinate actions required in providing appropriate command positions and solutions.
Employee must possess knowledge and familiarity with the Bomber, Tanker, Airborne Command Posts, Senior Leader, Command Posts, Primary Command Posts, and ICBM mission areas/systems as it relates to NC3.
Employee must possess knowledge of advocacy, sustainment, lifecycle planning, and resource management for the above systems from a MAJCOM perspective.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
