About the Position: This is a Project Scheduler GS-0301-05/07/09 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Programs & Project Management Division located in Fort Worth, TX. This position may be filled at the GS-05, GS-07 or GS-09 level. If selected at the GS-05 or GS-07, the selectee will have non-competitive promotion potential to the full performance GS-09 level. Promotions are at the discretion of management based on employee performance.
Duties
Assist in project initiation and contribute to the development of a project management plan (PMP) that integrate all project requirements into a coordinated and cohesive document.
Document project schedule/data in the HQUSACE project management automated information systems or (PPM/P2).
Track and report project scope, schedule, and budget execution throughout the life of the project.
Provide review and troubleshooting of progress for routine or recurring project, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Collect project execution data from the project delivery team.
Review and analyzes cost report to assure that cost incurred are consistent with resource plan and progress recorded.
Assist the Project Manager and PDT in understanding and resolving variation in cost or schedule performance using earned value report and technique.
Use and review local report and procedure to facilitate communication of scope, schedule, and budget status within the PDT and upward reporting of execution status.

To qualify for the GS-05:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes which includes: 1) using a computer to research, organize or compile data; AND 2) providing office support to a staff that may include preparing schedules or researching data. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
To qualify for the GS-07:
Specialized Experience: One year of specialized experience which includes: 1) entering data using an automated project management system for assigned projects or programs; AND 2) analyzing data through the use of automated systems, network scheduling and knowledge of project scheduling processes.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

To qualify for the GS-09:
Specialized Experience: One year of specialized experience which includes: 1) utilizing an automated project management information system to verify data is accurate and complete and to monitor project performance; AND 2) communicating with project managers to resolve issues regarding project scope, schedule, cost, and performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
