Incumbent serves as the Director, Strategic Planning and Organizational Performance for Management, Planning and Analysis in the Office of Human Resources and Administration/Operations Security and Preparedness.
Duties
As a Supervisor in the office of HRA/OSP, incumbent is responsible for assigning work to subordinates, sets, and adjusts priorities and prepares schedules for completion of work.
Hears and resolves complaints from employees, referring group grievances and serious unresolved complaints to higher level manager.
Manages the development's of the Department's Human Capital Operating Plan and imput to agency strategic planning efforts.
Leads HRA/OSP efforts to ensure consistent progress is made to develop meaningful outcome and efficiency measures reporting on organizational performance measures and using performance information to help improve program management.
Explores and reviews management, resourcing, and operating issues; identifies opportunities to improve, proactively participates in implementing improved actions and risk management.

Specialized Experience:

You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Develop and execute the short- and long-term strategic and operating plans for the Assistant Secretary level staff office. (2) Conduct reviews for performance objectives and metrics in support of leadership priorities and goals. (3) Coordinate and integrate policies, plans, and operational approaches designed to carry out the mission and goals effectively within the organizational elements. (4) Experience in human resources management, risk management employee engagement, employee training, and budget formulation and execution.
Education
There is no educational substitution for the GS-15 level.
