This position is part of the Organization of the Joint Chiefs of Staff. The incumbent is the directorate's lead technical expert on researching, analyzing, drafting, coordinating, developing, maintaining, supporting, producing, and leading multiple and diverse Enterprise Force Structure (EFS) data activities.

Duties

As a FORCE STRUCTURE DATA ANALYST at the GS-0301-15 some of your typical work assignments may include: Serves as a force structure data analyst directing business rules formulation, force structure data formats, enterprise messaging, and data access standard specifications for the development and configuration of force structure management data. Establishes, reviews and revises policies, procedures, mission objectives. Serves as a technical lead and provides inputs to evaluations, on a team of one military O-5, two civilian GS-13/14s within Force Management Data Branch. Assists the Division Chief in assessing the organization to optimize use of resources and maximize efficiency and effectiveness. Leads the EFS Community of Interest and ad-hoc planning teams to develop the digital solutions required for GFM automation and enabling data-driven decisions as directed by DoD leadership. Provides technical expertise on enterprise architecture, data integration, computer science, systems analysis and integration, modeling, and hardware/software support. Develops, maintains, and tracks reference models of enterprise and system architectures while identifying opportunities to improve DoD systems, processes, and technologies to support global visibility of DoD force structure.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Recognizing quantitative and qualitative methods and techniques to evaluate, assess, and recommend changes to DoD force structure data requirements, policies, and information technology standards to support complex DoD-wide functions and processes; Applying data quality management and data assessment methods to lead project teams that involve managing the development of data applications or data quality systems; Identifying DoD or services military command structures, force structures, organizational relationships, Secretary of Defense's Global Force Management (GFM), manpower and personnel systems, and associated systems and data; Recognizing the processes and tools used with GFM planning, readiness, the Joint Requirements Oversight Council (JROC), the Joint Capabilities Integration and Development System (JCIDS), and the Planning, Programming, Budgeting and Executing System (PPBES). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
