This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Office of the Director.
As a Management Analyst, GS-0343-12, you will perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices to improve organizational efficiency and effectiveness.
Duties
Develops and advises the OL Executive Officer on administrative policies, guidelines, instructions, and procedures that support OL management operations and communicates those procedures to lower level technical, administrative, and clerical staff.
Use qualitative and quantitative analysis techniques analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
Participates in meetings, briefings and other activities in support of organizational programs and the Director/Deputy Director.
Prepares reports for the OL Director and Deputy Director on impact of new regulations or proposed changes on organizational effectiveness, organization, and administration of OL program activities.

In order to qualify for the GS-12 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:
Performing administrative tasks and duties to support management operations.
Conducting analyses of administrative policies and procedures.
Producing written documents, such as reports, standard operating procedures, and other written materials for use by management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
