Supervisory Health Systems Specialist position has full line responsibility for planning, organizing, directing, coordinating, evaluating, and improving administrative and supporting medical operations for the Veteran's care and treatment at the NWHCC of the STVHCS, San Antonio, Texas.
Duties
Responsible for the Administration of VA Health Care benefits and specialty evaluation programs for over 30,000 beneficiaries through 24 PACT and specialty service teams. Works with leadership team (Chief Medical Officer, ACOS, Primary Care, and other Service Chiefs as applicable) to manage the day-to-day supervision of clinical services, administrative procedures and clinic building operations.
Knowledge of space, equipment, supply, and personnel requirements to formulate efficient and effective program planning. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or productivity.
Directs, develops, plans, monitors, coordinates and implements primary health care activities throughout the health care system.
Participates in development of strategic plans, policy-making and decisions requiring overall NWHCC management.
Responsible for the personnel management administration for more than 500 employees assigned to the outpatient clinic. Directly supervises 5+ FTE
The incumbent is the Operations Manager of this clinic responsible for coordination of daily operations of clinic services necessary to provide continuum of care for Veterans.
Requires an understanding of the Mission, organizations, programs, and requirements of healthcare and delivery systems and the critical balance between the administrative and clinical functions and the ability to coordinate and control programs and resources to achieve this balance.
Participates in the NWHCC Service line budget and business planning.
Ensures services are within the acceptable standard set by the Joint Commission, Drug Enforcement Agency, General Accounting Office, Office of Personnel Management and other regulatory and accreditation bodies.
Works closely with Group Practice Manager, Associate Chief of Staff and Nursing to meet goals of Health Care System.
Monitors recurring expenditures for personnel, equipment and supplies.
Identifies resources according to forecast needs including fiscal, personnel, equipment and space. Develops flexibilities in operations and cost-effective approaches to ensure Veteran and employee satisfaction.
Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the clinic.
Runs various VSSC data reports to review supply and demand, clinic utilization, wait times and advance clinic access.
Work Schedule: Monday - Friday; 8:00 a.m.-4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) to changing program, operations and budgetary deadlines and objectives; conflicting program and budgetary objectives; and changing guidelines for the work; utilizing Medical Administration Service practices, policies, and directives to effectively manage the complexities of patient scheduling, beneficiary travel regulations, records management, eligibility and enrollment, insurance capture; examining Group Practice management techniques for analysis of healthcare supply and demand, and the ability to interpret these analyses to implement actions to maintain or improve wait times for services; resolving financial and outstanding procurement issues with the VISN contracting office using knowledge and skills related to Contracting Officer Technical Representative (COTR) activities; applying skills in analytics and evaluative methods and techniques to plan, design, and conduct studies or investigations pertaining to the efficiency and effectiveness of program operations and the improvement of administrative programs for the delivery of medical treatment and care for Veterans; to develop plans with target completion dates; and, to develop solutions and recommendations that ensure both clinical and administrative activities compliant with standards issued by various accrediting and regulatory groups.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
