Duties

You will serve as a PROGRAM ANALYST in the SHORE UNIT LEVEL TRAINING DIVISION, C5I EDUCATION AND TRAINING DIRECTORATE, OFFICE OF THE COMMANDER, CHIEF OF STAFF, NAVAL INFORMATION FORCES, SUFFOLK, VA. You will coordinate and manage existing navy Warfare Training System (NWTS) functions. You will identify, prioritize and facilitate Navy Essential Task Lists (NMETL) development. You will manage applicable METL development support personnel to ensure all deliverable requirements are met. You will facilitate identification of readiness production barriers, root cause analysis, and development of effectiveness of barrier removal.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience conducting mission analysis in order to create or review NMETLs in accordance with higher level guidance. Experience with readiness reporting processes and requirements of Department of Defense and Department of Navy in order to identify impacts of NMETL changes on readiness reporting and associated figures of merit. Experience identifying, analyzing, and make recommendations to resolve conventional and operational problems that surface from NMETL development and review. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience conducting mission analysis in order to create or review NMETLs in accordance with higher level guidance. Experience with readiness reporting processes and requirements of Department of Defense and Department of Navy in order to identify impacts of NMETL changes on readiness reporting and associated figures of merit. Experience identifying, analyzing, and make recommendations to resolve conventional and operational problems that surface from NMETL development and review. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
