You will serve as a SUPERVISORY PROGRAM MANAGER in the NAVAIR & Career Planning and Development Division of NAVAL AIR SYSTEMS COMMAND.

Duties

You will serve as the Command Defense Acquisition Workforce Improvement Act (DAWIA) Program Representative to the Navy DATM. Responsible for leadership and implementation of the DAWIA requirements across the Command, for all designated Career Fields. You will develop detailed plans, tasks, milestones dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs managed. You will provide technical/program management guidance and recommendations on policy and/or processes implications. You will track metrics and conduct data analysis for reporting, projections, and program(s) policy implementation and/or modifications. You will create cutting edge Workforce Development methodologies to enable new generation learning methodologies. You will develop flexible learning deployment strategies to meet individual learning preferences.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A Level 4. Certification is required within 24 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 / NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Selective Placement Factor: Working experience and knowledge managing Workforce Development programs. Specialized experience must demonstrate the following: 1) Engage in workforce development meetings, committees, and/ or boards to discuss programs' life cycles (e.g., research, test, development, implementation, and sustainment, etc.). 2) Conduct assessments of the workforce development programs across the enterprise to ensure compliance and improve program effectiveness. 3) Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs managed. 4) Provide technical/program management guidance and recommendations on workforce development policy and/or processes implications Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
