You will serve as a Paralegal Specialist in the Office of Counsel of NAVSUP FLC PEARL HARBOR.
Duties
You will provide assistance to the Counsel and Assistant Counsel, and serve as the command's Freedom of Information Act (FOIA) and Privacy Act (PA) coordinator.
You will track completion and perform initial reviews of Confidential Financial Disclosure (Office of Government Ethics (OGE) Form 450) reports.
You will perform legal research in support of contract and employment law litigation.
You will assist Counsel in managing the command's Ethics/Standards of Conduct Program.
You will perform extensive independent research and analysis on questions assigned by Counsel or raised by clients.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a Paralegal Specialist. Specialized Experience should demonstrate most or all of the following: 1) Applying various laws, court and administrative decisions and interpretations, rules, regulations, policies, and procedures pertaining to contract law, personnel law, and litigation to perform extensive and thorough research, analyze and evaluate evidence, determine relevance or sufficiency of data, best approach to obtain additional data required, and coordinate actions with other activities, Federal agencies, or groups/individuals; 2) Demonstrating knowledge of law library materials and procedures for updating and researching cases, including primary sources, search books and secondary materials; 3) Performing computer assisted legal research using LEXIS/WESTLAW; 4) Utilizing knowledge of FOIA instructions and procedures to train and counsel personnel; and to appropriately respond to FOIA requests; 5) Analyzing information and making independent determinations regarding release-ability of documents, redacting information, applicability of case law to matters at hand, sufficiency of documentation, apparent conflicts of interest, etc.; 6) Managing a Government ethics or standards of conduct program.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
