You will serve as a PARALEGAL SPECIALIST in the NAVFAC PACIFIC COUNSEL of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.
Duties
You will perform research of ethics issues under relevant statutes, regulations and binding policies.
You will answer questions and advise effected personnel and directorate points of contact of procedural details pertaining to the completion of all required documents.
You will schedule and prepare notices of required annual ethics training.
You will assist Counsel on complex case assignments including drafting reports and appropriate motions, researching and writing legal briefs and developing legal arguments.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
For the GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing and managing the electronic filing systems for the Financial Disclosure Management program. 2) Work closely with Attorneys to identify the type of assistance needed on cases. 3) Provide legal support to attorney's in the preparation of cases for litigation in administrative Boards or Courts. 4) Assisting attorneys to research legal principles, Federal and State laws, regulations, case precedent, and practices as they relate to the areas of Financial Disclosure Management practice to include procurement, utility law, real estate, environmental law, fiscal law, civilian personnel law, ethics, FOIA, Privacy Act and legislation. For the GS-9:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing legal reference materials and skills in performing in-depth legal research to accurately identify pertinent statutory and regulatory law; 2) Applying knowledge of legal terms, concepts, and standard forms and processes to draft or review various legal documents and correspondence; 3) Utilizing a variety of legal research tools (i.e., LEXIS, WESTLAW, OGC website, FLITE, etc.) to review case law and other legal precedents for applicability and relevance to legal matters; and 4) Analyzing reports, testimonies, and interviews to compile files and findings. Physical Demands:
The work is sedentary. Typically, incumbent may sit or stand comfortably to do the work. There may be occasions of moderate physical activity, such as lifting stacks or boxes of records, and carrying heavy or unwieldy objects.
Work Environment:
Involves everyday risks or discomforts which require normal safety precautions typical of offices and meeting rooms. There are occasional on-site visits to remote locations where incumbent is exposed to damp, hot, or poorly lighted and ventilated buildings or the heat of the sun.

A 40 hour work week is typical for this position.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
For the GS-09:

OR
