Duties

You will serve as the IT Specialist (PLCYPLN) for Navy Cyberspace and Cyber Mission Force (CMF) Education and Training Readiness Department (N73) at Naval Information Forces (NAVIFOR). You will establish and maintain Persistent Cyber Training Environment (PCTE) training content. You will develop, plan, review, consolidate and analyze individual IT/Cyber training inputs. You will create and develop realistic IT/Cyber network environments and the technical development of virtual environments for hands on training embedded within IT systems. You will develop and execute the technical planning and writing of cyberspace training and create exercise simulation content. You will coordinate with commands to ensure training requirements for PCTE virtual delivery are identified, created, updated and properly coordinated for operational utilization. You will represent NAVIFOR in a variety of forums, meetings, conferences and working groups.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:. 1) Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Directing complex studies requiring application of analytical and statistical methods and techniques. 2) Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Answering IT/Cyber technical application and data calls from various departments and organizations. 3) Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting technical briefings, white papers and applicable media to senior leadership. 4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Leading discussions with senior action officers to extract high level training issues, identifying problems and support training development, readiness and execution. AND In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience creating, administering, and developing IT/Cyber virtual content to be used for cyber training or related processes. Experience developing, reviewing, consolidating and analyzing IT/Cyber inputs. Experience designing training programs and applying design methods in order to improve instructional effectiveness. Experience utilizing IT/Cyber systems for the development and execution of system administration, management of VMWare infrastructure, enterprise host configuration, Sharepoint services, cyberspace planning and content writing.
