This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent is part of a team of architects that plan, coordinate and execute actions supporting the development, analysis, documentation and maintenance of mission based architectures and related data.

Duties

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. As a INFORMATION TECHNOLOGY SPECIALIST (ENTARCH/SYSANALYSIS) at the GS-2210-14 some of your typical work assignments may include: Plans and executes actions supporting the development, technical documentation, analysis and maintenance of DoD and coalition mission architectures and related data to include processes, information, data, standards and measures. Participates in analysis efforts that apply enterprise architecture design principles to development of mission threads describing the mission activities, systems and participants enabling the analysis of DoD-wide missions and related platforms, systems, and services with appropriate attention to mission partner interoperability. Performs mission-based architecture development and analyses that support identification of doctrine, organization, training, leadership awareness/education, personnel, facilities and policy recommendations for joint interoperability, joint integration, and Command and Control (C2) issues and shortfalls. Provides architecture based systems analysis to support development of requirements and identification of solutions for joint, service and multi-national operational systems and platforms. Conducts systems analysis in order to apply enterprise-level architecture design principles for describing the operational activities, systems and participants enabling the ability to assess DoD-wide missions and related processes, information exchanges, platforms, systems, and services for feasibility, validation of warfighter requirements and interoperability. Reviews and analyzes capability requirements and performs architecture development support for the Joint Requirements Oversight Council (JROC), Functional Capability Boards (FCBs), Combatant Commands and other organizations as required. Performs systems/service analysis to identify, refine and develop capability gaps and potential capability requirements for Capabilities-Based Assessments (CBAs) based on the Combatant Commanders IPLs and the Defense Readiness Reporting System-Strategic (DRRS-S) analysis in order to identify potential capability requirements for JS J6-developed capability requirements documents.

Qualifications

You may qualify at the GS -14 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Serves as team lead/technical authority in the development of Enterprise, Mission and Solution Architectures (EA/MA/SA) products utilizing the policies, concepts, principles, and requirements. Analyzes a diverse range of critical and complex problems for Warfighting Mission Area (WMA) operational and system architectures, strategic and operational planning of worldwide missions and functions. Provides guidance on Dept. of Defense Architecture Framework (DoDAF) and Federal Enterprise Architecture Framework architecture tools, products, data, concepts and applications. Applies Command and Control, Computer Communications/Cyber Integration governance and management structures, operational planning and execution functions from strategic to tactical levels for interactions with a wide range North American Treaty Organization (NATO), allied, coalition, multi- national, and/or interagency mission partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
