You will serve as a Procurement Analyst in the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Training Systems Division (NAWCTSD) of NAWCTSD ORLANDO.
Duties
You will actively participate in the acquisition planning process.
You will advise technical and contracts personnel on market research processes to include Sources Sought Announcements and Industry Days.
You will assist the NAWCTSD Small Business Deputy in maintaining surveillance monthly of the procurement activity’s progress in accomplishing assigned Small Business program targets.
You will assist in conducting periodic reviews of NAWCTSD’s contracts to confirm that applicable laws and regulations are properly implemented and that the objectives of the SB Program are met.
You will actively participate, sometimes in a public speaking capacity, in government/industry conferences.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: (1) review procurement requests for the purpose of determining capability of performance by Small Business (SB) concerns, Small Disadvantaged Businesses(SDB), Women-Owned Small Businesses (WOSB), Veteran-Owned Small Businesses (VOSB), Service- Disabled Veteran-Owned Small Businesses (SDVOSB), and Historically Underutilized Business Zone (HUBZone) Small Businesses; (2) review acquisition strategies, acquisition plans, and consolidation justifications to ensure SB policies and procedures are addressed; (3) advise technical and procurement personnel regarding progress of large business in meeting SB subcontracting goals and SB utilization during contract performance; (4) market research - identifies SB and matches SB capabilities with potential procurements and recommends these sources to technical customers, contract specialists, and other acquisition professionals; (5) conduct site surveys and capability briefings of prospective contractors seeking to do business at this activity in order to determine their technical and business competence.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
