The primary purpose of this position is to act as the installation Chief, Personnel Security and Continuous Vetting expert in support of Trusted Workforce requirements for covered individuals filling national security positions in support of the Air Force Security Enterprise and commands Nuclear and conventional global strike missions.
Duties
Directs the execution of the Department of Defense and Air Force Personnel Security program to assigned organization.
Provides Continuous Evaluation (CE) and Continuous Vetting (CV) services in highly sensitive matters involving national security clearance eligibility, terrorism, foreign travel, suspicious financial activity, criminal activity, credit reports, commercial public records, and other security-related matters.
Provides integrated Security Enterprise engagement, collaboration and addresses security risks and security concerns within the protection programs and security-related functions impacting day-to-day Air Force operations and missions.
Develop, present, and conduct training. Provide role-based access control and/or support automated system administrator functions.
Provides security integration support, program reviews, inspections and assessment, organizational and national-level (muti-state) operations support.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge at a mastery and specialized level to perform and facilitate key decision-making and policy developing responsibilities in unique and significantly new and far-reaching national security matters includingdynamic personnel security policy transformation engagement, to managing classified contracts supporting Department, Agency, Directorate and Wing level units and organizations. Leads or participates in interagencysecurity specification requirements and includes need to foster innovative security solutions between non-Air Force entities to ensure protection of classified information and nuclear information.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Personnel Security, Continuous Evaluation and Continuous Vetting concepts, principles, practices, and supporting systems to plan, implement, manage, and evaluate related activities and security programs in these areas.
Knowledge of Security Enterprise and ability to collaborate across multi-security disciplines and related functional areas.
Knowledge of Information Security, Industrial Security, Controlled Unclassified Information, nuclear information security and Counter-Insider Threat concepts, principles, and practices to collaborate with specialists, produce converged policies and guidance, and support day-to-day mission success.
Understanding of Security Education and Training Awareness (SETA) concepts, programs, and procedures and current operational security-oriented web-based applications, platforms, and systems. An ability to train others in related matters and produce supportive content and meet operational implementation and sustainment requirements.
Skill in planning and conducting units, organizations, and/or contractor security program reviews/inspections and producing related reports to reflect observations, findings and recommend remedial actions to meet Nuclear and conventional mission requirements and improve the security program for the installation.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of national security mission.
Ability to plan, organize work, and meet deadlines, while clearly, concisely, and accurately communicating concepts orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
