The primary purpose of this position is: To manage and direct the functions of the Information Protection for a Major Command/Direct Report Unit Headquarters as the organization Security Officer; including coordination and development of the complete security program throughout the headquarters organization.

Duties

Duty 1: As the Chief of Security for the command; plans, organizes, and oversees the activities of the office. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Represents HQ AFOTEC with a variety of councils, boards, working groups, and panels inside and outside the agency. Duty 4: Provides the commander recommendations on risk identification, avoidance, and mitigation for information protection and special access programs.

  • The employee must obtain and maintain a Top Secret security clearance with access to special compartmented information as a condition of employment
  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to special access program information
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to work other than normal duty hours; including evenings, weekends, and/or holidays; overtime may be required
  • This is a Key position; incumbents must be removed from their military recall status and position shall not be vacated during a national emergency or mobilization.
  • Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of Information Protection and Special Access Program security concepts, programs, procedures, and practices to plan and implement security programs such as information, personnel, operational, and industrial security. Knowledge of safety and security regulations, practices, and procedures. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program across the command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Information Protection and Special Access Program security concepts, programs, procedures, and practices to plan and implement security programs in these areas across a Major Command. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Mastery knowledge of security concepts, principles, and practices to analyze, and resolve issues. 6. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program across the command. Other Significant Facts: Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
