The primary purpose of this position is to serve as a MAJCOM security specialist and security advisor providing oversight, planning, and coordination of security program requirements for multiple security disciplines (information, personnel, industrial, physical, computer, and communications security) in support of collateral security, SCI and SAPs.

Duties

Provides AFGSC and other counterparts with direction and authoritative guidance concerning collateral security programs, Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program (SAP) requirements. Administers all Security Programs protecting the Air Force Global Strike Command (AFGSC) nuclear stockpile world-wide mission from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to AFGSC mission interests, national defense, or national security. Implements and administers collateral and SAP personnel security program for the organization. Implements and administers collateral and SAP industrial security program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying expert knowledge of collateral and SAP security management and administration to independently analyze and resolve difficult and highly complex security problems to operationally employ extraordinarily sensitive special operations platforms and capabilities. Applying comprehensive knowledge of DoD special access program security policies, instructions, and procedures for the execution of program-specific security policy and procedures coordinated among multiple organizations throughout the MAJCOM in a variety of work situations to achieve multiple security objectives. Applying mastery of a broad range of security program relationships, and proficiency in information, personnel, physical, operations, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Applying expert knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Extensive knowledge of a broad range of security program relationships, and proficiency in information, personnel, physical, operations, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Comprehensive knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures. Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve security program operations. Ability to plan, organize work, and meet deadlines and ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
