The position is responsible for Emergency Management (EM) work preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters. The position serves as a national program coordinator in one of the significant areas for EM, Logistics for OEM.

Duties

Develops and maintains VHA emergency operations plans in support of internal and external requirements and mandates. Performs the administrative and personnel management functions relative to staff supervision. The position appraises subordinate personnel performance, ensures consistency and equity in rating techniques, recommends awards, and approves within-grade increases, hears, and resolves employee complaints, and refers unresolved severe complaints/issues to higher-level management. Exercises supervisory authority and responsibilities involving work assignments and reviews, the administrative and personnel management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff and is communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Manages and resolves informal complaints and grievances. Initiates actions to correct performance or conduct problems and effects minor disciplinary measures as needed and participates with human resources labor relations specialists in determining actions in more serious disciplinary matters. Manages and develops work improvement plans, recommending personnel actions as necessary. Additionally, provides advice and counsel to workers related to work and administrative matters. Reviews and approves or disapproves leave requests. Coordinates educational programs for employees to maintain and improve job performance, identifies employee development needs, and arranges formal and on-the-job training. Assures that subordinates receive the appropriate training and fully comply with the provisions of the safety regulations. Knowledge of employee management principles, policies, and practices, advises, and provides counsel to employees regarding policies, procedures, and directives of management. Supports the mission activities and functions by conducting pre-deployment surveys and coordinating response asset training. Develops and implements EM protocols, templates, and methods appropriate in the EM logistics activities. Plans, organizes, and directs the activities, ensuring training and operational requirements are fully integrated and coordinated and in compliance with all legal and regulatory requirements. Meets and addresses needs and has the flexibility to respond to new initiatives and evolving emergency preparedness and response expectations. Develop and present response asset readiness and status brief to Senior leadership. Provide consultative and collaborative emergency program assistance to OEM staff, VA Senior Leaders, and outside federal, state, and local partners. Researches legislation, Executive Orders, and regulations and analyzes the impact on Agency programs. Drafts proposed legislation changes, formulates, and disseminate policiess, exercises, evaluate, and coordinate Federal/State/local plans or develops business strategies Establishes, revises, and reviews policies, procedures, mission objectives, or organizational design for mission accomplishment and complex and evolving issues and functions, including developing appropriate national guidance and operations related to EM activities for VHA. Supports and provides advice and guidance to OEM Logistics Staff on all aspects of emergency requirements and works closely with the Logistics Program Manager. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your Specialized Experience as described below: Specialized Experience Requirement: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, research, interpret, analyze, implements and apply a variety of guidelines that impact planning and day-to-day emergency management operations and the associated emergency management activiites and functions (e.g. Homeland Security Presidential Directives, National Response Frameworks, National Incident Management Systems), and agency-specific guidelines and regulations. Provides technical and administrative supervision to Emergency Management Specialist Logistics Staff. Flexibility in responding to new initiatives and evolving emergency preparedness and response expectations. Identify and provide for training needs; and find ways to improve production or increase the quality of work within the area of authority. Provide oversight of work that involves the coordination of emergency response and preparedness training, exercises and assistance to Veterans Integrated Service Network (VISN)/ VA Medical Center (VAMC), VHA OEM Leadership. Leading in the development of goals and objectives that integrate organization and overall program activities. Prepare, submit, and defend budget and business case plans for logistics staff to support the VHA OEM deployable response resources. Address conduct issues to resolve at the lowest level and coordinate with labor relations to initiate strategies to modify behaviors. Give advice, counsel and instructions to employees on both work and administrative matters. Develops performance standards, and evaluates work performance for subordinates. Provide expert technical advice and guidance to Emergency Management Specialist concerning VHA Comprehensive Emergency Management Plan and serves as a logistics interface between VHA OEM headquarters staff, field staff, and stakeholders from VISNs, VAMCs, and inter-agency partners. During the activation of the Emergency Management Coordination Cell (EMCC), provides management and leadership over the respective EM logistics workforce associated with EM activities and conditions. Knowledge of emergency management and related directives, policies, regulations, procedures and methods. Perform emergency management work including managing and coordinating emergency management activities, such as, identifying and assessing risk, estimating the level of capabilities needed to address those risks, building or sustaining the required levels of capability. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work setting varies. Work may be performed in an indoor office setting, industrial areas, storage facilities, or outdoor field site. It may be remote from standard services and infrastructure and include limited-to-no communications capabilities. The environment may be subject to adverse weather to have wind, precipitation, temperature, and humidity extremes. Field exercises and operational support missions may require strenuous physical activity, including carrying persons and equipment, walking long distances over rugged terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
