The position serves in the logistics program for the Veterans Health Administration (VHA), Office of Emergency Management (OEM). Shares in the duties, responsibilities and authorities of the Associate Director for Logistics including the executive direction and leadership of all phases Disaster Logistics Management.

Duties

Duties and Responsibilities include but not limited to: Supervisory Responsibilities Technical and administrative supervision to seventeen (17) Logistics Emergency Management Specialists, GS 7-13, who perform work involved in coordinating with other entities (e.g., HHS, DoD, OHS, VISNs, and VA Medical Centers). Oversees the program's daily operation, ensuring that VA, VHA, and OEM policies and priorities are being followed. Gives advice, counsel, and instruction to employees on both work and administrative matters; assesses the staff's strengths and weaknesses and provides leadership in exploring alternatives and determining what improvements could be made (e.g., in work methods, processes, and procedures); and approves leave schedules assuring adequate coverage for peak workloads and traditional holiday vacation time. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; and effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Prepares, submits, and defends budget and business case plains to support the VHA OEM annual operating plan. Monitors expenditures and submits an annual report. Approves the travel of subordinates and ensures compliance with all federal and V A/VHA regulations and policies. Ensures compliance with all Equal Employment Opportunity (EEO) policies and program activities. Develops, researches, interprets, analyzes, implements, and applies a variety of guidelines that impact logistics planning and day-to-day emergency management operations and the associated emergency management activities and functions (e.g., Homeland Security Presidential Directives, National Response Frameworks, National Incident Management System), and agency-specific guidelines and regulations. Emergency Management Responsibilities Performs emergency management work, including managing and coordinating logistics emergency preparedness activities, such as: identifying and assessing risk, estimating the level of capabilities needed to address those risks, building or sustaining the required levels of capability, developing and implementing plans to deliver those capabilities, validating and monitoring progress, and reviewing and updating efforts to promote continuous improvement. Provides logistical senior expert technical expertise, and advisory services to high-ranking and professional staff in VHA headquarters, VISNs, and medical facilities, along with other stakeholders, concerning the complex and far­reaching threats and hazards that require Federal agencies, states, and local governments to integrate long-range planning and preparedness efforts to build, sustain, and deliver the core capabilities and achieve the desired level of preparedness. Assessment, oversight, reporting, and management of the readiness of such capabilities, captures lessons learned, identifies corrective actions, and pursues the implementation of solutions to improve capabilities. Emergency Management program activities encompass coordinating logistics emergency management response to support operations, planning, and integration with VHA's interagency partners and internally to VHA, including VISNs and VAMCs. Develops and coordinates major national programs related to one or more of the following: planning and technical assistance, logistics operations, community preparedness, training, exercises, evaluations, and assessments. Leads the logistics program review and evaluation for major VA/VHA programs of national scope and significance, producing recommendations and/or reports regarding efficiency and effectiveness. Leads sophisticated analyses of complex issues involving VA/VHA and partner agencies. Performs technical writing functions, requiring substantial knowledge of the various areas of emergency management and the specialized terminology required. Performs as a spokesperson at nationwide conferences, meetings, committees, and working groups that propose, defend and/or criticize continuity and emergency response criteria for promoting and maintaining a proactive response posture. During the Emergency Management Coordination Cell (EMCC) activation, the incumbent provides management and leadership over the Logistics Section. Work Schedule: Monday - Friday, 7:00am to 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises a staff of employees to accomplish the work of the organizational unit; expertise in utilizing emergency management, coordination of logistics emergency management response to support operations, planning, and integration with VHA's interagency partners and internally to VHA, including VISNs and VAMCs; Applies a wide range of emergency management knowledge and skill to provide expert analysis, advice, guidance, and interpretation on national program issues, Assesses, inspects, and evaluates materials for compliance with established laws, directives, regulations, policies, standards, and guidance; conducts policy analysis and/or special studies; develops reports and issue papers that impact the Department's planning processes; expert on studies or projects of a broad scope involving national emergency management components with significant complex or precedent-setting issues. You will be rated on the following Competencies for this position: Communications Cost Estimation and Analysis Emergency Management Leadership Planning and Evaluating Technical Documentation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary during non-emergency situations. However, field exercises and operational support missions, may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping.
