This position serves as a Supervisory Emergency Management Specialist within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia. The incumbent reports to the OEM Associate Director for Support Operations.
Duties
Duties and Responsibilities include but not limited to:
Program Management and Oversight:
Ensures that the VHA's Deployment Operations programs are prepared to provide continuity of care to Veterans and civilians if the VA is called upon to assist with National disaster response.
Responsible for the leadership, management, and program oversight of VHA Deployment Operations programs, including the Disaster Emergency Medical Personnel System (DEMPS) and the Clinical Deployment Team (CDT).
Provides coordination among program areas, ensures realistic program goals are met, and that financial and personnel resources are coordinated to achieve program goals.
Oversees the staffing, equipping, training, scheduling, and overall readiness and performance of the CDT and DEMPS workforce cadres.
Participates in executive decision-making, policy determination, and implementation strategies and collaborates with other leaders at all levels to ensure that policies and practices promote optimum emergency management outcomes and efficiency in the deployment of medical/clinical and support personnel.
Initiates, leads, and directs efforts to strengthen Veterans Integrated Service Network (VISN) and VA Medical Center (VAMC) preparedness and deployment capabilities for any internal or external disaster or military contingency.
Defines, analyzes, and resolves complex problems that cross organizational lines.
Reviews department-wide emergency management plans, assesses proposed plans' impact on VHA emergency management and preparedness operating programs, and reviews for consistency with the Under Secretary for Health's goals and objectives.
Coordinates response planning with local, state, and other Federal response capabilities and is recognized as an expert in the emergency management field with external groups.
Serves as a primary agency expert on studies or projects of a broad scope involving national emergency management components with significant complex or precedent-setting issues.
Manages the reviews of program activities to identify problems and recommend corrective measures or alternative approaches for implementation by agency management officials.
Participates in special projects and initiates and performs special assignments, identifying milestones and goals for assigned projects.
Supervisory Work:
Supervises a staff of four (4) employees at the GS-11 to GS-14 level to accomplish the work of the organizational unit.
Exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative and personnel management functions relative to the staff supervised.
Reviews and approves or disapproves leave requests.
Has extensive knowledge of employee management principles, policies, and practices and advises and counsels employees regarding policies, procedures, and management directives.
Identifies requirements and initiates requests for additional resources, including personnel, overtime, equipment, supplies, and space to ensure success in meeting program goals and objectives.
Accepts, amends, or rejects work presented by subordinates, performs self-inspection, and provides detailed and comprehensive reports, with any collective action taken, to the Associate Director.
Work Schedule: Monday - Friday, 7:00am to 3:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises a staff of employees to accomplish the work of the organizational unit; expertise in utilizing emergency management, NIMS (National Incident Management System) and NRF (National Response Framework) systems to plan, direct, and coordinate disaster preparedness and response activities; develops and coordinates internal compliance with standards issued by various regulatory groups; proposes policy changes and coordinates their implementation with subordinate program personnel; conducts policy analysis and/or special studies; develops reports and issue papers that impact the Department's planning processes; expert on studies or projects of a broad scope involving national emergency management components with significant complex or precedent-setting issues.

Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping.
