This position serves as a Supervisory Emergency Management Specialist within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia. The incumbent is an OEM Senior Leadership Team member and reports to the Executive Director, OEM (SES).

Duties

Duties and Responsibilities include but not limited to: Program Management and Oversight: Demonstrates significant expertise in disaster preparedness and response. Ensures the VHA's emergency management logistics program is in place in order to provide for continuity of care to Veterans, as well as civilians, if the VA is called upon to assist with a National disaster response. Responsible for providing oversight to various programs within OEM at the headquarters level and provides policy recommendations to the Executive Director. Responsible for the leadership, management, and program oversight of the VHA OEM Logistics Program that supports all Fourth Mission activity and Disaster Emergency Medical Personnel System (DEMPS), Clinical Deployment Teams (CDT), National Disaster Medical System (NDMS), and Federal Coordinating Centers (FCC) for VHA under the National Frameworks. Provides guidance to the VHA Comprehensive Emergency Management Program (CEMP) as related to logistics readiness to ensure continuity of patient care and support VA's Fourth Mission of providing health and medical support to the Nation during times of national or regional disasters, emergencies, or military contingencies. Represents VHA on various Emergency Management councils, workgroups and committees. Defines, analyzes, and resolves complex problems that cross organizational lines. Participates in reviews of department-wide plans on emergency management and assesses the impact of proposed plans on VHA emergency management and preparedness operating programs and reviews for consistency with the Under Secretary for Health's goals and objectives. Coordinates response planning with local, state, and other Federal response capabilities and is recognized as an expert in the emergency management field with external groups. Serves as a primary agency expert on studies or projects of a broad scope involving national emergency management components with significant complex or precedent-setting issues. Manages the reviews of program activities to identify problems and recommend corrective measures or alternative approaches for implementation by agency management officials. Supervisory Work: Supervises a staff of employees, at the GS-7-14 level to accomplish the work of the organizational logistics program. Manages and develops work improvement plans, recommending personnel actions as necessary. Has extensive knowledge of employee management principles, policies, and practices and advises and provides counsel to employees regarding policies, procedures, and directives of management. Identifies requirements and initiates requests for additional resources Including personnel, overtime, equipment, supplies, and space to ensure success in meeting program goals and objectives; establishes analysis systems to ensure actions are timely and reviewed at critical points. Participates in special projects and initiates and performs special assignments, identifying milestones and goals for special projects assigned. Program and Policy Advice, Guidance, and Reporting Provides advice, guidance, and liaison services for complex issues within a comprehensive emergency management program relative to VHA and the Department. Exercises substantial subject matter expertise and knowledge of the logistical requirements to support large disasters and emergencies including experience in budgeting resources to meet any requirements to ensure a coordinated timely response. Provides expert advisory services to senior leadership and supervisory personnel at VA and top officials of other federal agencies; state and local governments, as appropriate; private industry; non-government organizations, and other groups or individuals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a G-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises a staff of employees to accomplish the work of the organizational unit; expertise in utilizing emergency management, NIMS (National Incident Management System) and NRF (National Response Framework) systems to plan, direct, and coordinate disaster preparedness and the development of all-hazards response plans; responsible for the strategic implementation of property readiness, response capabilities, and lifecycle management plans; subject matter expertise and knowledge of the logistical requirements to support large disasters and emergencies including experience in budgeting resources to meet any requirements to ensure a coordinated timely response; provide a high level of expert advice and coordination on the most complex and visible emergency management logistics issues to high-ranking and professional staff; conducts policy analysis and/or special studies; develops reports and issue papers that impact the Department's planning processes. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping.
