This position is located U.S. Department of Agriculture, Departmental Administration, Office of Human Resources Management, Office od the Director. The College Graduate Authority offers developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or program. Graduates are appointed to career or career-conditional permanent positions in the competitive service.
Duties
Serves as a liaison between the Office of the Director and other assigned OHRM Divisions and Departmental Administration (DA) areas to relay information to key employees and to stay abreast on policies and procedures.
Assists in developing guidelines, instructions, and procedures for administrative and management requirements.
Recommends the addition, or modification of management services to fill gaps in current services or to respond to new initiatives, and other developments that impact management services.
Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates various ways of resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.
Reviews, tabulates, and summarizes data collected from various evaluation instruments, to formulate recommendations for improving OHRM programs and/or polices
Uses statistical tables, or similar tools, in the evaluation process.
Receives a variety of special project assignments requiring knowledge of data systems to successfully complete assignments.
Assists in maintaining the OHRM vacancy and staff listings to ensure OHRM is maintaining their appropriate FTE level.
Assists in managing the award process for all awards in OHRM ensuring all award deadlines are met.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including college graduate eligibility, specialized experience and/or education as defined below.
To meet the minimum requirements for this position, you must: (1) Meet the Eligibility Requirements for College Graduates; (2) Provide a copy of transcripts for verification; AND (3) Meet the Minimum Qualification Requirements.
College Graduate Eligibility Requirements:
Completion of all requirements for a bachelors or masters from a qualifying educational institution within the previous two (2) years; or
Due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility begins on the date of discharge or release from uniformed service
Minimum Qualification Requirements: Applicants must meet the specialized experience and/or education requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
At the GS-07 level
A. Possess one year of specialized experience at or equivalent to the GS-05, or its non-Federal equivalent that includes experience (1) Providing assistance regarding management policies and procedures; (2) Utilizing databases or spreadsheet software to enter, revise, sort, calculate and retrieve data; and (3) Possessing a demonstration of professional and courteous communication in customer service.
B. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position , examples of qualifying fields include Human Resources, Business Administration, Public Administration, etc. with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies (Must submit transcripts).
C. Completion of one full year of graduate level education in an accredited or pre-accredited college or university. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Business Administration, Public Administration, etc. The education must demonstrate the competencies necessary to do the work of the position. D. Possess a combination of education and experience as described above. (Must submit transcripts)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
All applicants must meet the College Graduate eligibility requirements as outlined above. Additionally, education may be substituted for specialized experience at the GS-07 level as noted above.
