This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as an AM&E Expert, providing leadership, expertise, and advice on management, development, and planning of the global AM&E program.
Duties
As a SUPERVISORY PROGRAM ANALYST (AM&E) at the GS-0343-14 some of your typical work assignments may include:
Leads or Participates in discussions and briefings at various offices within Congress, Office of the Under Secretary of Defense for Policy (OUSD(P)), the Joint Staff, Department of State, and DSCA to advocate for and promote AM&E to resolve complex security cooperation (SC) and program challenges related to the program.
Researches and analyzes developments and trends related to assessing the effectiveness of security strategies, programs, policies, and engagement.
Analyzes new legislation, regulations, and policies and evaluates the impact on the AM&E program.
Oversees and manages the program annual AM&E budget formulation and execution processes.

Qualifications
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Providing leadership, expertise, and advice on management, development, and planning of the global assessment, monitoring and evaluation (AM&E) program
Leading a diverse group of individuals ensuring assigned work is completed and goals are met
Managing a program's annual budget formulation and execution processes
Analyzing data to identify trends across fiscal years and programs and highlighting concerns and inefficiencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a
performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition,80 hours of continuing education (CUE) every two years
