Duties
As a Management Analyst, you will:
Conduct studies to identify and analyze conventional problems in regard to manpower, administrative, financial, budget, and cost matters.
Evaluate opportunities for improvements in management systems and presents recommendations for review and implementation.
Identify and develop data required for use in the management and direction of programs as they relate to resource management and administrative support operations. Survey, develop, analyze ,and assesses human resources targets, travel needs and provides cost data and other information for use in program planning and evaluations activities.
Assist in the development of plans, programs, and work analyses necessary to define, establish, and implement administrative control systems and work methods and procedures.
Prepare oral and written reports and presentations and prepares graphs and charts that present clearly, concisely, and effectively analytical results of evaluations and studies performed. Provide staff support for formal presentations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
-Utilizing qualitative or quantitative methods for the assessment and improvement of program requirements, processes and systems; AND
-Assisting in interpreting and developing program policies; AND
-Advising internal stakeholders on training or employee development issues.
OR Education: You may substitute education for general or specialized experience as follows:
A Ph.D. or equivalent doctoral degree
OR 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR LL.M., or J.D. if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate education in excess of the first 2 years may be combined with experience.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
