This position is located in Member Services (MS), Resource Management (RM), Facilities and Logistics Division, Facilities Branch. The incumbent serves as the Junior Facility Manager to an assigned MS local facility and augments and assists the senior level Facilities Operations Specialist (FOS) in the areas of facilities and safety management, occupational health, physical security, and strategic planning.
Duties
Major Duties include but are not limited to:
Provides support in development and direction of on-site building and furniture operations, space management, maintenance, repair, alteration, cleaning, recycling and shredding.
Coordinates security and emergency management activities, and coordinates with the local VAMC, military installation garrison, or lessor.
Serves as a liaison between Member Services and the building management company, VAMC, and/or military installation garrison command.
Assists in support of conducting and documenting recurrent required inspections of the building and equipment.
Contributes to the revision and implementation of safety instructions and guides that are relevant to site specific Member Services geographical locations, contractors, and MS employees.
Assists with thorough searches and investigations when nonexpendable personal property is reported missing or lost.
Controls, assigns and distributes GSA fleet vehicles to include collecting and submitting reports to finance.
Coordinates and assists with divisions of any planned improvements for facilities and any temporary inconveniences as a result of construction and repair activities.
Provides safety training to supervisors and employees.
Analyzes problem areas or situations identified through inspections and assists in the development of appropriate controls.
Investigates and performs fact analysis of reports of infractions in document processing, thefts of government property, and falsification of official records.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS 07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
Resolving complaints and completing requests for services
Providing technical guidance on matters pertaining to physical protection of critical agency equipment and assets
Assisting in the planning, execution and documentation of emergency management drills
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects
Providing support in conducting recurring inspections of buildings and equipment
OR,
Education-GS-07: Applicants may substitute education for the required experience. To qualify based on education you must have 1 year of related graduate level education. OR, Superior Academic Achievement (SAA): SAA is based on (1) class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses (transcripts required), (2) grade-point average: applicants must have a grade-point average of either 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum (transcripts required) or (3) honor society membership: These honor societies are listed by the Association of College Honor Societies https://www.achsnatl.org/. Combination-GS-07: Applicants may also combine education and experience to qualify at this level. The computed percentage of the requirements must be at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
GS 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducting recurring inspections of buildings and equipment
Identifying and eliminating dangerous and hazardous working conditions
Contributing to the development of local safety and occupational health directives and policies
Assisting in the investigation of safety incidents
Analyzing problem areas or situations identified through inspections and assists in the development of appropriate controls
Drafting local security directives
Providing support to the planning, conducting, and directing of special studies
OR,
Education-GS-09: Applicants may substitute education for the required experience. To qualify based on education you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Combination-GS-09: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (total graduate semester hours minus 18). The computed percentage of the requirements must be at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Physical Requirements: The work requires regular and recurring physical exertion related to frequent inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching
or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when, for example, responding to fire and security alarms and examining areas under desks and other furniture or behind equipment in close quarters.
