The position is located at Member Services (MS), Resource Management (RM), Facilities & Logistics Division, Facilities Branch. The incumbent serves as the Facility Manager, Safety Officer, and Physical Security Officer for the facility. The incumbent also provides geographical site-specific construction planning and space utilization oversight.
Duties
Major Duties Include (But are not limited to):
Conducts in-depth reviews of submitted project proposals to assess facility and/or construction needs and priorities
Provides leadership and technical advice and consultation for issues related to environmental statues, Environmental Protection Agency (EPA) compliance, and Occupational Safety and Health Administration (OSHA) requirements
Provides safety training including safety orientation using a variety of materials, publications, exhibits, protective devices, and visual aids
Examines and determines risks. Identify conditions and/ or changes that would affect continuation of capital investment plans
Develops and prepares local safety and occupational health directives and regulations in compliance with federal and local rules and regulations
Investigates safety issues and concerns and provides report of findings including corrective measures, cause of incident, as well as cost estimates of damages
Develops and implements policies, procedures, standards, training, and methods for identifying and protecting information, personal property, facilities operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss in support of established security programs
Plans and recommends the installation of multi-layered security systems which involve personnel access controls, physical protection devices, monitoring equipment, security forces, alarm equipment, and other security measures
Uses and monitors alarm and detection devices, closed circuit television system, electronic locking doors, computer security software, and visual and electronic badging system
Develops guidelines, handbooks, and data tools to complete application, cost-effectiveness analysis, earned value analysis, alternatives, analysis, and risk analysis
Uses technical knowledge to complete reviews and analysis on major capital investment proposals
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: M-F; 8-hour shift between 6:00 AM - 6:00 PM (TBD by Supervisor)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-in-Grade requirements, by the closing date of this announcement. If you have not held a GS grade at any time in the past 52 weeks, this requirement does not apply to you.
For this GS-11 position, you must have served 52 weeks at the GS-09 or higher for at least one year to be eligible for this GS-11 position. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your Time-in-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an Effective Date within the past year, it may not clearly demonstrate that you possess one-year Time-in-Grade, as required by the announcement. Undergraduate and Graduate Education: Major study -- Engineering, Industrial Arts, Property Management, or Business Administration.

IOR Specialized Experience (for positions above GS-5): Examples of qualifying IOR Specialized Experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project
You may qualify based on your Specialized Experience described below (After Meeting the Above IOR Requirement).
GS-11 Specialized Experience: You must have one year of Specialized Experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization.
GS-11 Examples of Specialized Experience include (But are not limited to):
Develops and directs on-site building and furniture operations, maintenance, repair, alteration, cleaning, recycling, shredding, and security activities related to a leased building
Conducts various types of inspections on building and equipment on a regular basis in addition to completing condition surveys, planning and implementing the recycling program, and security system access measures
Serves as senior project manager for facilities-related programs including relocations/moves, space modifications, space acquisition, construction requirements, interior design, and other aspects of a fully functional operation of a business environment facility
Prepares and revises safety instructions, guides, and procedures relevant to eliminate hazardous operating processing or environmental conditions
Manages, maintains, and administers the building alarm system and physical building access. Tasks including tracking and issuing building, office, desk and cabinet keys and badges
Oversees project progress, reviews schedules, costs, and overall project performance levels
Negotiates for required services such as janitorial, facility repair and HVAC. Act as liaison with building manager
GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,if related. Such education must demonstrate the Knowledge, Skills, and Abilities necessary to do the work.

GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess a combination of successful completion of graduate education and specialized experience directly related to the work of the Facility Operations Specialist position, which may be used to meet the experience requirements for this GS-11 position? Education must be beyond a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
