About the Position: This is a Senior Capabilities Developer position located at the Army Training Support Center (ATSC), Army Training Information Systems Directorate, Systems Development Office, Fort Eustis, VA.
Note: This position is eligible for regular and recurring telework - as determined by the agency policy.
Duties
As a Senior Capabilities Developer, you will perform the following duties which is not an all-inclusive list:
Reviews higher headquarters policies and directives to include those plans developed by other HQs staff agencies, technical and functional proponent agencies to ensure system and applications comply with applicable guidance.
Develops and establishes procedures and operational instructions required to implement policy and guidance related to the identification, integration, prioritization, execution, and assessment of workload.
Identifies resources required for one-time initiatives requiring contractor support, and develops performance work statements and documentation required for contract approval and execution.
Develops Army Training Information Systems (ATIS) architectural documents in accordance with the Department of Defense Architecture Framework (DODAF).
Attends formal and informal management planning, policy, resourcing, problem solving, and decision making sessions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The ability to obtain and maintain a SECRET security clearance is required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: applying advanced analytical and evaluative methods to develop and present conclusions, recommendations, and detailed functional interoperability information for decision making on training support issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
