This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.
Duties
As a/an Contracting Officer Representative (COR), you will:
- Provide recommendations to management on adjusting the business strategy to adapt to changing market conditions. Provide HUD staff, lenders and other stakeholders with excellent customer service.
- Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date, and all customer position limits/risk tolerances are observed.
- Monitor the portfolio for potential or imminent defaults and proactively communicate relevant pre-default information to the Owner/Management Agent and mortgagee. When appropriate, recommend corrective actions and assist the Owner/Management agent and mortgagee prepare a corrective plan of action to address the problems.
- Analyze all financial statements and project operations to determine current financial and physical strengths and weaknesses, and to identify unauthorized expenditures of funds, adequacy of reserves, and insufficient working capital and cash flow.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-11 level is one year of experience at the GS-09 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience includes experience identifying and using simplified acquisition/procurement services to support the Program Office mission.
Examples of this experience could include:
- Assisting the program office in identifying improvements in acquisition/procurement services; OR
- Performing programmatic and acquisition-related pre-award and post-award activities such as acquisition planning, requirements and requisition development, and technical evaluations; OR
- Participating in contract negotiations at the request of the Contracting Officer.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
Specialized experience for the GS-12 level is one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience includes implementing and supporting the use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program mission requirements.
Examples of this experience could include:
- Coordinating with Program Offices and/or Contracting Officer throughout the development and delivery of the annual strategic acquisition plan; OR
- Assisting the program office in identifying improvements in acquisition/procurement services; OR
- Performing programmatic and acquisition-related pre-award and post-award activities for non-complicated (firm-fixed price up to $6.5 million) contracted products and services; OR
- Evaluating existing non-complicated acquisitions/procurement for performance, efficiency, value, and continuing need.
Specialized experience for the GS-13 level is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience is defined as evaluating acquisitions, procurement, and/or contract proposals for performance, efficiency, value, and continuing need.
Examples of this experience could include:
- Evaluating contract proposals and monitoring contractor performance; OR
- Identifying the need for acquisition/procurement services to support a program's mission.; OR
- Performing a variety of technical management roles, including monitoring the cost, schedule and performance parameters of all assigned contracts; including cost estimates, proposal instructions, and evaluation criteria.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
