You will serve as a Ship Safety Specialist in the Operations Department of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for the execution of the Ship Safety Program for nuclear and non-nuclear work and control the ship's conditions. You will ensure that specific procedures are carried out as approved by the Ship Safety Council (SSC) or Fire Safety Council (FSC) as applicable, and that all prerequisite list requirements are met prior to proceeding with high-risk evolutions. You will be responsible for actions in regard to control of ship conditions, all ship safety watch standards, ship security personnel, and contractors while they are on duty. You will apply knowledge of administrative requirements for maintaining ship conditions and system status related to ship safety, fire safety, and watertight integrity. You will ensure work operations conducted will not endanger the ship’s safety due to loss of stability or reserve buoyancy. You will ensure fire and flooding drills are executed as required by local and NAVSEA requirements. You will prepare prerequisite lists for all high-risk evolutions aboard ship, and assist in the preparation of reports and Memorandums of Agreement (MOA).

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must be willing and able to accept a temporary promotion not to exceed one year.
  • You must be willing and able to work an uncommon tour of duty (may include weekend, nights, overtime, or holidays).
  • You will be required to successfully complete a pre-appointment physical examination.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position requires that the selectee have visual acuity and accurate color discrimination. You must be able to distinguish between colors and shades of colors.
  • You must be willing and able to work onboard ships.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You must be willing and able to obtain and maintain a RADCON qualification of "Q", "R" or "J".

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing technical safety investigations of work operations to identify and mitigate hazardous effects on ship conditions for compliance with operational fire and safety program requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree;
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
or

or
A combination of experience and graduate education as described above that equates to one year of experience.
