Duties

Duties listed below are at the full performance GS-1102-12. Perform or lead other specialists in the performance of all pre-award contracting functions. Conduct extensive negotiations during all phases of the procurement process. Take action to ensure contractor's compliance with contract terms. Develop information for processing of claims appeals or requests for relief. Analyze and evaluate findings contained in audit reports. Obtain necessary reports and evaluates the contractors' fiscal soundness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 10% for this position.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes (1) Providing pre or post award functions such as writing acquisition strategies, determining price reasonableness, determining contractor responsibility, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; (2) Monitoring contract performance for compliance with terms and conditions; and (3) Reviewing contracts for accuracy in accordance with policy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-12 Specialized Experience: One year of specialized experience which includes (1) Providing pre or post award functions such as writing acquisition strategies, determining price reasonableness, determining contractor responsibility, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; (2) Monitoring contract performance for compliance with terms and conditions; and (3) Analyzing contract data to identify issues and/or recommend corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 only), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
