About the Position: Serve as a Procurement Analyst for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Johnson, LA.

Duties
Plan, develop, and establish the procurement objectives and contractual strategy for acquisition programs.
Provide advice and guidance on contracting and acquisition matters to the Director, Deputy Director, other staff members and Contracting Officers who support the acquisition programs.
Conduct complete and comprehensive review of acquisition requirements packages prepared by procurement staff for compliance with procurement laws, regulations, policies, and procedures and to ensure the use of sound business and management practices.
Make an initial determination of the types of contracts and negotiation authorities to be used and prepares the acquisition requirements package.
Perform continual planning to integrate the actions involving contractual obligations and responsibilities of both the Government and the contractor.
Develop and maintain systems to evaluate and monitor contractual performance related to such areas as delivery, cost effective use of Government-Furnished Property (GFP), quality of products, and services rendered.
Assign work in accordance with priorities or special requirements, considering difficulty and complexity of assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One year trial/probationary period may be required.
- You may be expected to travel up to 15% for this position.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Conducting reviews on all types of contract actions such as acquisition strategies, solicitations, awards, or justifications/approvals for compliance; 2) Utilizing acquisition laws, regulations, policies or procedural requirements to resolve contract review issues; and 3) Analyzing data to implement efficient contract solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
