You will serve as a DIRECTOR OF PLANS in the G-3/5/7 DIRECTORATE, PLANS BRANCH, G-5 of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will develop and execute major MCICOM (MARINE CORP INSTALLATION COMMAND) initiatives. You will plan, design, and set program goals and make decisions concerning program objectives and resources. You will communicate effectively in writing and in person to contacts at all levels (governmental, professional, managerial, supervisory, technical, and clerical). You will analyze and interpret broad directives prescribed by higher authority for the management and direction of MCICOM operation programs and related financial manpower resources. You will ensure the organization is competitively postured with internal and external components to provide the best possible benefits to the war fighter. You will determine needs for research, pilot projects, cost/utilization efficiency models, needs assessment/gap analysis and other approaches to determine fute organizational/agency direction. You will review programming documents received from higher headquarters to determine effect on mission. You will analyze and evaluate current projects, budget, resources, organization, etc. and develop comprehensive time-phased and cost effective programs to meet mission requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting installation related strategic planning (i.e. leading command-wide planning efforts to address gaps in installation services, develop new concepts, respond to emerging requirements, address installation related special projects); developing and implementing detailed strategic plans and concepts for the command, regions, and installations; develop executive level briefing materials on installation planning efforts and providing briefs to higher management/leadership; applying expert knowledge of the Marine Corps Planning Process, or other structured planning process, to develop solutions, courses of action, and recommendations addressing emergent installations issues.
